"Social dialogue in the sport and active leisure sector: IMPLEMENT, AFFILIATE, CREATE - IMPACT project”Using the results of both the RBT project ("Reinforce the representativeness of the social partners in the sport sector: Row the BoaT project", 2006) and the CC-project (“Moving forward towards European social dialogue in the sport sector: Content and Contact project”, 2008), the IMPACT project aims to further reinforce the representativeness of EASE while continuing to prepare with UNI Europa Sport the official European social dialogue in the sport and active leisure sector, including the sub-sectors not-for-profit sport, active leisure and professional sport, in parallel with what is developed in professional football.
Project structure and specific objectivesThe project activities are developed through 3 levels of social dialogue and the 3 identified sub-sectors: - Level 1: European social dialogue - Level 2: Social dialogue at national level but NO affiliation to EASE - Level 3: NO social dialogue at national level & NO affiliation to EASE Each of the level follows one specific objective: - Objective Level 1: to continue to prepare with UNI Europa Sport for the official European social dialogue in the sport and active leisure sector as a follow-up of the CC-project - Objective Level 2: to affiliate to EASE national and European employer organisations identified through the RBT and CC projects - Objective Level 3: to initiate the creation of national employer organisations ActivitiesLevel 1 - European social dialogue • Meeting with UNI Europa Sport • Informal Social Dialogue Meeting Level 2 - Social dialogue at national level but NO affiliation to EASE Not-for-profit sport • Bilateral meeting with the CNEA ("Conseil National des Employeurs Associatifs" - France) • Bilateral meeting with the Finnish association of sport employers Professional sport • Round table with European / international employer organisations • Round table with professional leagues which have the status of employers' representatives in EU countries and with UNI Europa Sport-pro members (EU Athletes) Active leisure • Preparatory meeting with EHFA to identify the potential members • Round table with the targeted organisations Level 3 - NO social dialogue at national level & NO affiliation to EASE • Bilateral meeting with CEBRE (Confederation of employers' and entrepreneurs' associations of the Czech Republic) • Round table with National Olympic Committees Partnership- CoSMoS (project leader) Because of its experience at the national level, the CoSMoS (“Conseil Social du Mouvement Sportif”) – the French sport employer organisation – has understood the added value of European social dialogue and supports the work of EASE through the IMPACT project. The CoSMoS leads the IMPACT project and delegates the daily implementation to EASE. - EASE (executive partner) - Arbetsgivaralliansen, the Swedish sport employer organisation and Full Member of EASE in charge of the professional sport part of the level 2 - SkillsActive, the English Full Member of EASE responsible for the active leisure part of the level 2 - the WOS, the Dutch Full Member of EASE responsible for the level 3 of the project The following organisations also support the project: - UNI Europa Sport, - EU Athletes (European Elite Athletes Association), - EHFA (European Health and Fitness Association), - EOC EU Office (the representation of the European Olympic Committees in Brussels), - EOSE (European Observatoire of Sport and Employment), - the French National Olympic Committee (CNOSF), - the Dutch National Olympic Committee (NOC*NSF). Expected resultsLevel 1 - European social dialogue • Investigate the possibilities for national actions based on the CC-project products • Draft an action plan regarding the support of UNI europa Sport to the development of EASE representativeness • Define more clearly the outlines of the sport and active leisure sector • Draft the structure of the future European Sectoral Social Dialogue Committee Level 2 - Social dialogue at national level but NO affiliation to EASE Not-for-profit sport • Affiliate the CNEA (France) to EASE • Affiliate the Finnish association of sport employers Professional sport • Affiliate the targeted European / international employer organisations • Affiliate professional leagues which have the status of employers' representatives in EU countries Active leisure • Affiliate national employer organisations operating in active leisure Level 3 - NO social dialogue at national level & NO affiliation to EASE • Initiate the creation of a sport section within CEBRE (the Czech Republic) • Initiate the creation of national employer organisations through targeted National Olympic Committees (NOC) • Produce an "Employers guide to social dialogue" explaining how to set up an effective national employer organisation in the sport and active leisure sector At the end of the project, the national employer organisations will have a stronger network at European level and EASE will be more able in terms of content and representativeness to participate to the European Sectoral Social Dialogue Committee for the sport and active leisure sector once established by the European Commission. The employers' side is complemented by the European Club Association (ECA). Given the specificity of sport governance, the social partners have invited UEFA to chair their dialogue. Search |
